One of several pathways surrounding the compound that were created by a nearby communities and which escaped youth could have used to hide from authorities.
Allegations ignored by officials that the staff beat and sexually assaulted girls, and boys, have risen out of the aftermath of the fire. It also highlights widespread issues of overcrowding and lack of care at facilities that house at-risk youth. They also contribute to why so many children try to escape.
